Paperless-ngx is distributed under GPL-3.0. Disks and backups are encrypted at rest, but the application must access documents in plaintext while importing, indexing, previewing and exporting them.

No production release has been published yet. Sales remain disabled until an immutable release and current platform capability are verified.
